Dear Delevingne,
My letter of December 29th about the Persian Gulf Opium traffic.
I now enclose a copy of a despatch from ir P. Loraine forwarding the text of Dr. Willspaugh's report; also a copy of a further telegram from Loraine in answer to our telegram of December 22nd, together with a telegram we have just sent him in reply to it.
I am afraid the matter has been held up here for some time, but as you will see from these papers, the position has become very difficult, and we have been considering what we can do about it.
If Loraine really endorses Lillspaugh's views I do not see how we can well go against him, but I should be lad to have your observations on the whole situation.
